Attached is "04-25-90084(L)--ChiefJudge & Show-cause order filed.pdf", "04-25-90084(L)--CJorder.pdf" Page 2: The letter is signed by Anowi in blue ink, without notation, and states "Attached is a copy of an order dismissing your judicial complaints. Please note that you have 14 days from the date of the order to show cause why you should not be restricted from filing further judicial complaints. Your response to the order to show cause should be filed in the clerk’s office. Additionally, you have the right to petition the Fourth Circuit Judicial Council for review of this order. If you choose to file a petition for review, it must be filed in the clerk's office within 42 days of the date of the order. See Rule 18 of the Rules for Judicial-Conduct and Judicial-Disability Proceedings. Pages 3–6: Memorandum and Order reuses a substantial portion fo the "Judicial Council Order" adding "These allegations are wholly unsupported, speculative, and lacking in “objectively verifiable proof.” and then asserts "Within the past 3 months, complainant has filed a total of 33 judicial complaints in which he raised baseless claims that have been dismissed as merits-related and lacking in evidentiary support. Furthermore, it appears that complainant named the subject judges in his latest complaints in an effort to manipulate the judicial complaint process and force a transfer to another jurisdiction." Ordering a show cause that "the show cause order will be referred to the Fourth Circuit Judicial Council to consider whether to “prohibit, restrict, or impose conditions on the complainant’s use of the complaint procedure.” Id. Any judicial complaints submitted by complainant between the date of this order and a final disposition of this matter by the Judicial Council will be considered pursuant to Judicial-Conduct Rule 5."
