Original Court Records Destroyed by Hurson; Digital Substitutes Used from Signed Physical CD
Original court records for 17 ECF entries, including documents with wet ink signatures, are missing. Digital copies from the signed physical CD were substituted, and two entries (ECF 3-3 and 4-3) were recovered from the trash. Neither court has produced the originals. Hurson was last in possession.

ECF 3-3 and ECF 4-3 were not sourced from the CD and were instead recovered from a trash can in the court clerk’s waiting room and filed without documented party consent. The original paper versions of these filings—including those bearing wet ink signatures as required under the Local Rules of the District of Maryland—were last known to be in the possession of District Judge Brendan A. Hurson. Neither the District Court nor the Fourth Circuit has been able to produce the original filings upon request. It is therefore reasonably concluded that the documents were permanently removed and destroyed while in Hurson’s custody. The unauthorized removal, alteration, destruction, and substitution of official court records—including filings bearing original signatures—constitutes tampering with public and government records, falsification of federal records, obstruction of justice, and multiple violations of federal law and judicial ethics rules.
